Railbase Education — the thin shell/capability plugin for the Railbase Education suite (schools, colleges, universities, training centres, corporate academies). It owns the public instance manifest, capability discovery, the role/capability- aware mobile home, the launch checklist and suite feature flags, plus the v1 fallback owner of device registration/revocation and Wallet-pass metadata. It holds NO domain data — schedule, attendance, grades, library and LMS live in the suite's domain plugins. Free shell: the billable seats live in the domain plugins.
